Absolutely no The are taxed at source: taxes are withheld from the total amount of the prize. In fact the winner of a lottery will receive only 90% of his prize,10% of the prize goes back to the gouvernment revenues!!!
And be aware that whether the prize isn't in cash, but it's for example a car , the winner can ask to receive a prize whose price is 90% of the real price that he has won ,so that the money missing can be used for paying taxes,
For example if someone has won a car that is worth 100.000 dollars,he can ask to receive a car that is worth 90.000 dollars and the remaining 10.000 dollars of the prize can be directly given to the gouvernment for paying taxes.Otherwise,if the winner of this car worth 100.000 dollars decides to accept it as a price,then he must pay 10.000 dollars(the ten percent of the prize) to the gouvernment in order to pay taxes.
The first choice seems to be more clever in my opinion.
